The Riverside County Board of Supervisors will vote Tuesday, Oct. 27, on giving up flood control right-of-way across six parcels in Temecula tied to the Temecula Creek Channel storm drain near Alcoba Drive.

The item, listed on the board's meeting agenda, calls for adopting Resolution No. F2026-31. The resolution would authorize the Riverside County Flood Control and Water Conservation District to summarily vacate and relinquish its right-of-way on parcels numbered 7046-500A, 7046-501A, 7046-500B, 7046-501B, 7046-501C and 7046-501D.

The action carries no cost to the county. It requires a four-fifths supermajority, meaning at least four of the five supervisors must vote yes.

The flood control district has declared the item exempt from the California Environmental Quality Act (CEQA) under Guidelines Section 15061(b)(3), a provision that applies when an activity will not have a significant effect on the environment.

The agenda item falls in District 3, represented by Supervisor Chuck Washington. The staff report explaining why the district considers the right-of-way excess has not been made public in the available agenda materials. The specific acreage and street addresses of the six parcels are also not listed.

The flood control district has been active in the Temecula area. A county press release from August 2025 announced the start of construction on the $44 million Murrieta Creek Flood Control Project Phase 2B, a separate project extending flood protection along a mile of creek from Rancho California Road to Via Montezuma.

Also on the Oct. 27 agenda, the board will meet in closed session to discuss existing litigation in Pechanga Resorts Incorporated v. County of Riverside. The case, filed Aug. 22, 2024, in Riverside Superior Court, is a verified complaint seeking a refund of property taxes, according to court records. No dollar amount for the claimed refund appears in available records.

The meeting begins at 9:30 a.m. at the Board Chambers, 4080 Lemon St., Riverside. Residents who want to call in to speak must register at rivcocob.org at least 24 hours before the meeting. Written comments can be emailed to [email protected].
