Temecula voters face a full ballot on Nov. 3, with a $215 million school bond, a contested council seat and seven other local races.

The Riverside County Registrar of Voters mailed 1.4 million ballots countywide, and early voting centers are open through Election Day, Tuesday, Nov. 3.

Here is what Temecula-area residents will find on their ballots.

Measure S: $215 million TVUSD bond

The biggest-dollar local question is Measure S. The Temecula Valley Unified School District is asking voters to approve $215 million in bonds to repair and upgrade aging classrooms, science labs, roofs, plumbing and electrical systems, according to the official ballot notice.

If it passes, property owners within TVUSD boundaries would pay about $20 per $100,000 of assessed value each year. The measure includes citizen oversight and independent audits.

Measure A: countywide transportation sales tax

Measure A would extend Riverside County's existing half-cent transportation sales tax beyond its scheduled 2039 expiration. The tax generates roughly $280 million a year for road projects, Streetsblog California reported. The measure needs a two-thirds vote to pass, according to Streetsblog.

City Council District 5

The District 5 seat is the Temecula City Council race on the Nov. 3 ballot, according to Patch's voter guide. Council Member Zak Schwank faces three challengers: Yuan Hawkes, described as a community volunteer and educator; Laurel LaMont, a grocery worker; and Russell Shirley, a firefighter and paramedic.

TVUSD school board: Areas 2, 3 and 4

Three nonpartisan trustee seats are on the ballot:

  • Area 2: Incumbent Emil Roger Barham vs. Brian Emmert, a father and businessman.
  • Area 3: Incumbent Jennifer Wiersma is not seeking reelection. Karen Poznanski, a teacher and doctoral candidate, faces Ronda Bowen.
  • Area 4: Incumbent Joseph Komrosky vs. David Sola, a STEM education director.

Rancho California Water District

Four seats are open. Incumbents William Everett Plummer, J.D. Harkey and Carol Lee Brady face challengers Maryann Edwards, a former longtime Temecula City Council member, and William Woodrome, an entrepreneur.

State and federal races

Temecula voters will also weigh in on several partisan runoffs:

  • Assembly District 71: Incumbent Kate Sanchez (R) vs. JJ Galvez (D).
  • Senate District 32: Incumbent Kelly Seyarto (R) vs. Dr. Tiffanie Tate (D).
  • Congressional District 48: San Diego County Supervisor Jim Desmond (R) vs. San Diego City Council Member Marni von Wilpert (D), after Rep. Darrell Issa (R) announced his retirement.
  • Governor: Xavier Becerra (D), former U.S. Secretary of Health and Human Services, vs. Steve Hilton (R), a former Fox News commentator.
