Temecula residents will get a chance to weigh in on how the city spends development impact fees when the City Council holds a public hearing Tuesday, Oct. 27.

The hearing, scheduled for 3 p.m. at City Council Chambers, 41000 Main Street, will cover the city's annual report required under Assembly Bill 1600, also known as the Mitigation Fee Act, according to a public notice posted by the city. The council's action item is to receive and file the report.

AB 1600 requires cities to report annually on fees collected from development and their use, according to Harris & Associates, a public-finance consulting firm. The annual report must show beginning and ending balances for each fee account and the amounts collected during the preceding year. It must also detail which projects received fee dollars and what share of total project costs those fees covered.

The report is also required to list expected construction start dates for improvements the fees will fund and describe any inter-fund transfers or loans. The information must be presented at a public meeting no fewer than 15 days after being made available for review.

How to participate

The report is available now. Residents can review it at the public information counter inside Temecula Civic Center, 41000 Main Street, Monday through Friday from 8 a.m. to 5 p.m.

Anyone may submit written comments to the City Council before the hearing or speak in person. The city's notice warns that any future legal challenge to the council's decision would be limited to issues raised at the hearing or in written correspondence delivered to the City Clerk beforehand.

Questions about the report can be directed to Jennifer Hennessy, director of finance for the city of Temecula, at (951) 694-6430.
